John Phillips, Esq.
John Phillips is an immigration and civil litigation attorney whose practice focuses on representing individuals and families navigating the complexities of the United States immigration system. As the child of an immigrant from Brazil, John brings a personal understanding of the immigrant experience to his practice, combining that perspective with a diverse legal background spanning private practice, government service, nonprofit advocacy, and public-interest work.
John represents clients in a broad range of immigration matters, including asylum, removal defense, family-based immigration, adjustment of status, humanitarian relief, and appeals. He regularly represents individuals before U.S. Citizenship and Immigration Services (USCIS), the immigration courts of the Executive Office for Immigration Review (EOIR), the Board of Immigration Appeals (BIA), and other federal agencies, developing comprehensive legal strategies, preparing complex applications, and drafting substantive motions and briefs. His immigration practice encompasses both affirmative petitions and contested proceedings, including matters involving detention, deportation, and federal court challenges.
John earned his law degree at Georgetown University Law Center and his undergraduate degree in Political Science at The George Washington University. His education and work across government, private practice, and public-interest organizations inform a broad perspective on the legal challenges individuals and families face.
At RPD, he brings that perspective to a practice grounded in careful preparation, clear explanations, and respect for each client’s circumstances. He believes clients deserve to understand their options and have a meaningful voice in planning their next steps. His commitment to immigrant families reflects both his professional experience and his understanding of how deeply an immigration decision can affect a person’s home, livelihood, and future.
More about John’s background
In addition to his immigration practice, John has extensive experience in civil litigation, having represented both large corporate clients and individual plaintiffs in a variety of complex legal disputes. As a trial attorney, he has handled cases through all stages of litigation, including discovery, motion practice, hearings, settlement negotiations, and trial. His experience includes employment disputes, civil rights litigation, contract matters, regulatory issues, and other complex civil claims.
Prior to founding Ritter Phillips Dias, John served as an Attorney Advisor with the U.S. Department of Health and Human Services, where he worked on administrative law matters involving federal healthcare programs. He also gained experience in private practice at firms including Foley & Lardner and The Cochran Firm, handling matters involving civil rights, medical malpractice, commercial disputes, and asylum law. His work in the nonprofit sector has further strengthened his commitment to advocating for vulnerable communities and individuals facing significant legal challenges.
A graduate of Georgetown University Law Center, John draws on this broad professional experience to approach immigration law from multiple legal perspectives. His background in civil litigation, federal administrative law, and regulatory matters allows him to evaluate immigration cases beyond the immediate application or proceeding, identify potential constitutional, procedural, and statutory issues, and develop creative legal strategies suited to each client’s circumstances. He believes that effective immigration representation often requires an understanding of the broader legal framework in which immigration law operates.
John is admitted to the District of Columbia Bar and represents clients before U.S. immigration courts nationwide through the Executive Office for Immigration Review (EOIR) and before the Board of Immigration Appeals (BIA). John is fluent in Portuguese and Spanish.
Outside of work, John enjoys traveling, playing soccer and basketball, watching stand-up comedy, and pretending to be a film critic.
